1、 Earnestly implement measures to strengthen the work and make achievements through three approaches

1. Source substitution of raw and auxiliary materials
Xuchang Yongchang Printing Co., Ltd. continuously improved the printing process, increased the use of environment-friendly ink, and actively used environment-friendly ink, low VOCs content fountain solution, car wash water, etc. to control the source. By actively implementing the source substitution of raw and auxiliary materials, at present, the company uses water-based ink (VOCsW 15%), energy curing ink (VOCsW 10%) and other low VOCs content inks for intaglio printing, accounting for more than 75%; All lithographic printing uses UV energy curing ink for printing, and the proportion of use reaches 100%. The actual content of V 0 Cs is 0%~0.8%, which is lower than the limit standard of VOCs content of energy curing ink (VOCSW2%) in the national standard (GB 38507-2020); All screen printing uses energy curing ink for printing, and the proportion of use reaches 100%; All printing processes and products of the company have not used solvent based varnish, and the proportion of water based, UV curing (UV) and other non solvent based varnish has reached 100%.
2. Unorganized emission
Materials involving VOCs are stored in closed containers and in closed raw material rooms.
A dedicated ink mixing room is set for ink mixing, and the ink mixing room is set as a closed space. The waste gas from the ink mixing room is input to the photo oxygen ion catalytic purification and activated carbon adsorption device through the pipeline, and the VOCs waste gas after regeneration and desorption of activated carbon enters RT. Discharge up to standard after incineration treatment.
Printing is carried out in a fully enclosed workshop, equipped with an efficient organic waste gas collection system. The gravure printing equipment shall be isolated as a whole, and the area around the gravure printing machine shall be separated for full airtight collection to maintain negative pressure; Each group of ovens shall be sealed to maintain negative pressure; The overall exhaust air of the printing machine is collected, and the VOCs waste gas collected is discharged to the RTO for incineration before reaching the standard.
3. End treatment
The low concentration VOCs waste gas is input to the photo oxygen ion catalytic purification and activated carbon adsorption device. The VOCs waste gas after regeneration and desorption of activated carbon enters the RTO incineration treatment and is discharged up to the standard.
2、 Selection and treatment of VOCs treatment equipment
On June 7, 2018, Xuchang Yongchang Printing officially launched the VOCs governance equipment transformation project.
First, we went out for investigation. From June 12 to 20, we arranged relevant personnel to go out for investigation and study, which took about 3700 kilometers in seven days. We communicated with five VOCs waste gas treatment enterprises, visited seven VOCs waste gas treatment enterprises and learned about the technology of VOCs waste gas treatment.
The second is expert demonstration. On July 2, the company invited experts from the Sixth Design and Research Institute of Machinery Industry, Henan Architectural Design and Research Institute, Huangjinye Production and Manufacturing Center, Shanghai Tobacco Packaging and Printing Co., Ltd., Xuchang Environmental Protection Management Department and other units to organize a demonstration meeting of VOCs comprehensive treatment technology scheme, and formulate a proposal that is suitable for the current situation of Yongchang VOCs comprehensive treatment technology scheme with development space.
The third is to standardize procurement. After the project approval of the superior competent department, the company will start public bidding. Based on the principle of selecting the best from the best, the company signed a contract with Wuxi Advancing Technology Co., Ltd. (ATI), the Asian partner of TANN, the world's leading VOCs waste gas treatment brand, and the transformation and upgrading of environmental protection treatment facilities officially entered into the implementation stage.
Treatment of high concentration VOCs waste gas:
First, for the VOCs waste gas in the gravure printing machine oven with relatively large air volume and relatively high concentration, the LEL air reduction and concentration energy-saving device is added to each color group of the gravure printing machine, and then the VOCs waste gas is input into RT. (The newly added regenerative oxidation device) is treated by incineration;
Second, for the VOCs waste gas at the bottom of the gravure printing machine with relatively low concentration, the method of increasing ground exhaust is adopted for organized collection, and the VOCs waste gas is input into RTO for incineration;
Third, the gravure printing machine should be closed and isolated to achieve effective control of VOCs waste gas. Suggested reference data: after LEL air reduction and enrichment, the air volume of the gravure printing equipment will be reduced to less than 20000 m3/h, including the air volume of the gravure printing machine oven will be reduced to about 12500 m3/h, and the air volume of the isolation room floor exhaust fan will be controlled to about 5000 m '/h. (The original air volume of 1 # gravure printing machine is 35000m3/h, and that of 2 # gravure printing machine is 40000m3/h) o
Treatment of low concentration VOCs waste gas: for low concentration VOCs waste gas in offset printing machine, silk screen printing machine, single concave machine, gravure printing machine UV printing unit and other equipment, as well as in ink mixing room, chemical warehouse and other places, the method of overall isolation of equipment and increased ventilation of enclosed environment is adopted to realize the organized collection of low concentration gases, and input them to devices such as photo oxygen ion purification and activated carbon adsorption, and then discharge them up to standard after comprehensive treatment.
3、 Comprehensive governance has been effective, and social and economic benefits have been reaped
For more than two years, Xuchang Yongchang Printing VOCs have been comprehensively managed effectively, benefiting from both social and economic benefits.
Environmental protection facilities are upgraded to guarantee the production and operation of enterprises. After the environmental upgrading and transformation in December 2018, the production and operation of Xuchang Yongchang Printing entered a stable upgrading stage. Since 2019, the company's environmental governance has been highly recognized by the local government management departments.
Reducing wind and increasing concentration brings cost reduction and efficiency increase. After the implementation of wind reduction and concentration increase for the ten color gravure printing unit, the steam energy consumption per 10,000 meters of gravure printing products decreased from 4.26 tons/10,000 meters in 2017 to 2.38 tons/10,000 meters in 2019, a decrease of 44.13%. In 2019, the steam consumption was 8861 tons, a decrease of 4182 tons compared with 13043 tons in 2017. The output in 2019 was 37.2 million meters, an increase of 6.65 million meters compared with 30.65 million meters in 2017, with an increase of 21.70%. o The actual steam consumption cost in 2019 was 1.9051 million yuan. If the calculation of steam energy consumption in 2017 is referred, the steam consumption cost in 2019 was 3.4071 million yuan, and the steam procurement cost decreased by 1.502 million yuan.
Make full use of the subsidy policy. In order to support the development of advanced manufacturing industry, different special fund policies will be introduced. Yongchang Company upgraded and transformed its environmental protection facilities in 2018, and won a special government fund of 890000 yuan in 2020.
Make full use of tax policy. According to the Regulations of the People's Republic of China on the Implementation of the Enterprise Income Tax Law, enterprises purchase and actually use the special equipment for environmental protection, energy conservation and water saving, and production safety specified in the Catalogue of Enterprise Income Tax Preferences for Special Equipment for Environmental Protection, Catalogue of Enterprise Income Tax Preferences for Special Equipment for Energy and Water Conservation, and Catalogue of Enterprise Income Tax Preferences for Special Equipment for Work Safety, 10% of the investment amount of the special equipment can be deducted from the tax payable of the enterprise in the current year.
If the current year is insufficient for credit, the credit can be carried forward in the next five tax years. Have the courage to shoulder the social responsibilities that should be fulfilled. Regarding future VOCs governance, Li Anyong, deputy general manager of Xuchang Yongchang Printing, said that the company will continue to promote VOCs waste gas governance.
